Osaka rewards a plan that groups sights by neighborhood and not by list. Here are routes for a day, a long weekend and a week, with fees, opening hours, passes and the day trips that fit.

Summary view
A good single day in Osaka follows the order of a proven walking route. The 4 hour guided walk starts at the castle for 75 minutes, moves to Tsuruhashi for 45 minutes, goes up Abeno Harukas 300 for 30 minutes, drops into Shinsekai for 30 minutes and ends in Namba and Dotonbori. The ordering works because it ends where Osaka looks its best, in the neon at the canal.
If you would rather do it on your own, the same logic holds. Osaka Castle opens 9:00 to 18:00, with last admission 30 minutes before closing, and the main tower takes approximately 60 minutes.6,7 Tsutenkaku observation deck is open 9:00 to 21:45, so Shinsekai can come in the late afternoon, and Dotonbori stays lit after dark.8,9 Those times are what to plan around.
Our own listing offers a different single day: a walking tour that runs as a group of up to 9 or as a private tour, starting at Namba and moving through Hozenji Yokocho, a street-food stop, the Glico sign, the Dotonbori river and Kuromon Market. Only the private tours of 4 hours or more reach the castle, so choose by what you want on your single day.

Fees are the official figures from Osaka-info; check the attraction's own page for changes, and the e-pass makes several of them free.13,3
Osaka Castle is the symbol: the current main tower was built in 1931, stands 55 meters above ground and costs 1,200 yen for adults.10,13 Tsutenkaku Tower, 108 meters tall including the lightning rod, charges 1,500 yen and is free with the Osaka e-pass.14,15 The Umeda Sky Building's rooftop deck sits 173 meters above ground and costs 2,000 yen for adults.16,17
Shitennoji is the old one. It was founded by Prince Shotoku in 593 and is the first official Buddhist temple in Japan, with main temple admission of 500 yen for adults.18,19 The Tombori River Cruise is a 20-minute mini cruise of Dotonbori at 2,000 yen for adults, and it is free with the e-pass.20,21 Hozenji Yokocho is free to walk: two alleyways of 80 meters.22
Together these make up the top Osaka attractions, with Dotonbori, Shinsekai, Kuromon Market and Abeno Harukas completing the list. Abeno Harukas stands in an area with Japan's tallest skyscraper beside Tsutenkaku.11 Shinsekai itself dates to 1903, when the 5th Domestic Industrial Exposition was held in Tennoji.12 Choose three or four of these per day and leave time for the streets between them.
Spread the sights across days by area. The first day belongs to Minami: Namba, Dotonbori and Hozenji Yokocho by day and night, with Shinsekai and Tsutenkaku in the late afternoon.9,22,8 Dotonbori sits right outside Namba Station, and Shinsekai is adjacent to Ebisucho Station, so the subway links them quickly.26,27
The second day belongs to the castle and the old city. Start at the castle when it opens at 9:00, then head south: the area south of the castle along Uemachi-suji to Tennoji is lined with around 200 temples and shrines, with Shitennoji the best known.6,28 The temple is open 8:30 to 16:30 from April to September and 8:30 to 16:00 from October to March, so go before mid-afternoon.24
The third day belongs to Kita and the water. Go up the Umeda Sky Building, which is open 9:30 to 22:30 and free with the e-pass until 15:00, for a view from 173 meters.23,16 Then, if energy allows, take the cruise on the Tombori River in the afternoon.20 Or swap the day for a trip out of the city, as the next section shows.

A week gives room to use Osaka as a base. JNTO calls Osaka an excellent base for exploring the greater Kansai region, which includes Kyoto, Nara, Kobe and Wakayama, and says Kyoto, Nara and Kobe are each a one-hour train ride from Osaka's central hubs.25,2 That makes a day trip a morning decision and not a logistics project.
Kyoto fits a full day: a private car day lists Kiyomizu-dera, Gion and Fushimi Inari Taisha in a 10 hour window, and the coach day lists four highlights in 9 to 9.5 hours. Keihan's example fare from Yodoyabashi to Demachiyanagi is 470 yen.30 Our guide to a private tour from Osaka to Kyoto compares the options in detail.
Keep two Osaka days in reserve for weather and for rest. The e-pass covers over 25 spots, and a long stay makes it more useful, while the Enjoy Eco Card works for any day of heavy subway use.3,4 In autumn, JNTO says the leaves turn fiery red once summer humidity dissipates, which is a good reason to put the outdoor days in that season.29

30 min
Shinsekai is next, with Tsutenkaku Tower nearby.12
Evening
The walk finishes in Namba and Dotonbori.9
Learn the two halves of the city first. Osaka-info says the city is roughly divided into Kita, centered around Umeda, and Minami, centered around Namba and Tennoji, and that the subway makes it easy to get from one to the other.1 The Osaka Loop Line runs in a circle around the city and is convenient for transfers.31
Passes depend on your list. The Osaka e-pass opens over 25 tourist spots with a single QR code, and trains and buses are not included, which suits travelers who already have transit cards.3 The Enjoy Eco Card gives a day of unlimited Osaka Metro and city bus travel for 820 yen for adults, or 620 yen on weekends and holidays, and 310 yen for children.4 Add up your fees before you buy either.
Water is the lesser-known transport. Osaka-info calls Osaka a city of water and suggests traveling by water bus on its rivers.32 A car is rarely needed for the center, because city traffic is heavy and parking lots are often full on weekends and holidays.33 A guide on foot with the subway, as on our walking tour, avoids both problems.

Before you go
JNTO says the castle is the highlight of Osaka's historical side, and that cherry blossom season in April is when the weather is often at its best.5 That is the season to put the castle park first. In summer, plan the outdoor stretches early or late and keep the museum and tower hours for the heat of the day.
The walking tour guides on our listing share practical habits as well as history: reviewers mention subway tips, restaurant recommendations and local stories from guides on a first day in Japan. That makes the walk a good day-one booking, with the rest of your plan built after it. It is rated 4.8 from 1,634 reviews and starts from $36.
Booking is flexible: you can reserve now and pay later, and free cancellation runs up to 24 hours before the start. The tour runs rain or shine and is cancelled only in very serious weather, such as a typhoon or earthquake. Put it on the first morning, keep your afternoon free for what the guide recommends and take the rest of the plan from there.
